More than 10 years' experience in Healthcare Informatics and recently, has successfully accomplished government owned projects such as "SARS Infectious Control and Management Systems by using RFID Technologies", "Intelligent Agent Community Sysytems based on cross-field PKI applications" and so on.

ABSTRACT

In order to promote the pervasion and application of electronic medical information and improve the preventive measures for medical information security, the Department of Health (DOH) set up a PKI (Public Key Infrastructure) based medical electronic certification mechanism, to ensure the operational security of medical information. The DOH has successively completed the establishment of the Health Certification Authority (HCA) and, in turn, conducted studies concerning the initiation of the IC card system for medical institutions and medical personnel. The primary purpose of these measures is to protect private and sensitive information, related to medical treatments, from unauthorized intruders. Moreover, the DOH is responsible for planning relevant medical information applications like Electronic Medical Record (EMR).The improvement in the current medical situation and the enhancement of medical quality focus on the establishment of a firm structure for Picture Archiving and Communication System (PACS) by using the DICOM standards and the PKI infrastructure in coordination with the foundation of the Health Certification Authority. This study incorporates the HCA, the PKI mechanism and the concepts of HPC, IC Card, Electronic Signature and Digital Envelope into the operation of the Department of Diagnostic Radiology, so that we can build a certification system for major staff associated with PACS/RIS to confirm the ID certification in the PACS/RIS log-in system in the hospital and ensure a PACS mechanism between hospitals.Keyword:PACS, PKI, HCA, DICOM, CSP, RIS
